What`s the diffrence between Prismacolor color pencils and Rose art and other color pencils?
I use Rose art color pencils, and they work really well. I also know that Prismacolor color pencils make your art work really really nice. But there too expensive. So I want to know, can I use Rose art color pencils to make my art look nice.
Or do I have to break my piggy-bank and get REALLY expensive Prismacolor color pencils?
And I`d like some tutorials on color pencil shading, and other color pencil tutorials!

I personally would go Prismacolor color pencils for one major reason. The lead is softer then any other color pencil I have used in the past. You want a softer leaded color pencil to make blending and shading easier.
To help with different styles of shading with color pencils is pretty close to normal drawing. It all determines on how much presure you put on the pencil, the tilt of the pencil on the paper, sharpness of the pencil, different pencil strokes, and whether you use your finger or a blending tool on the paper.
