Brush Spray

Is there anything I can spray on small scrub brush sapplings over this Winter to kill them off by Spring?
I've cleared a good portion of my backyard that was previously all scrub brush; vines, prickers, small tree shrubs, etc. Really dense small growth stuff. Now, I have small bundles of sappling stumps everywhere from where I pruned them to the ground. Previous experience tells me they are just going to grow back if I don't completely eradicate them. There are far too many to dig out by hand. Any suggestions?
In order for herbicides to work on plants they generally need to be growing, which isn't happening right now in the northern US. You mentioned stumps - there are stump killing chemicals you can use that will kill stumps of trees - something like that might work and can be obtained online.
Each contains the following 12 colors: Gold Sheen, Silver Sheen, Pearl Sheen, Copper Sheen, Bronze Sheen, Blue Sheen, Yellow Sheen, Green Sheen, Orange Sheen, Pink Sheen, Red Sheen and Lavender Sheen
